Test 4.6 Mobile Station Registration Request Retry

This test verifies the mobile station re-sends a Mobile IP Registration Request if the Registration Reply is not received. This test also verifies the mobile station uses a different ID in the new Registration Request. This test also verifies the mobile station and the HA support the mandatory replay protection using timestamps.
